Could it be this mystery guy that the Texas Dept of Health was trying to get a court order two days ago to take into protective custody? In the motion to the court, they say the guy was refusing medical detention orders and had fled into the public.

Doubt it. IIRC, he was taken off the street a couple of days back, and there would be no logical reason to transport him 30 miles north of central Dallas to admit him to a medical facility. Dallas proper has plenty of medical facilities to handle this.
