Actually, it has been 24 years as the ACT that required agencies to have their books audited was enacted in 1990. I believe DOD is only top agency that has not have books audited as most agencies have been compliance since early or mid 1990’s. DOD is reason why federal governemnt has had a had a dislaimer of an opinion on the overall financial position of US governemnt.. They mentioned property as being a big issue for the reason but also the intergovernmental transactions between agencies has been big issue and DOD has had no idea of what agencies they have done business with and come up with numbers so elimination entries can be done at year-end..
