So what brain surgeon put a hospital dealing with Ebola near (geographically) such an important governmental institution?

Do you expect Ebola or Sars to break out of the lab there and overwhelm the base because they are in the same state?

How about the one in Bethesda and the super disease biological warfare lab at Walter Reed and the White house and Capitol within walking distance?

Ever been in the former SAC underground command post? I have, several times, as engineering student, AFROTC cadet, and later as a reservist attached to a SAC unit.

Cheyenne Mountain is much more important and better protected. Or it was, before it was basically shutdown and put into "warm standby". With it's remaining functions moved to Peterson AFB, in a basement.

But the SAC command post was pretty much obsolete when I was there, the last time in 1976. It's no longer survivable. It's not deep enough for one thing.
