With all the mistakes and confusions caused by one case in Texas, and all the man hours used, it doesn’t look like the US is prepared to handle more than a very few cases in any one city.

AND looking at the results of using such a tool, look at what the idiots have thrust upon us.

I know it goes back a lot further than 1961 but lets start there. In Hawaii or Continental US or Indonesia or Kenya but observe the wrath that was unleashed upon us by the simple act of unzipping a fly and impregnating.

Instead of a license to drive - EVENTUALLY you will probably get the hang of it or kill yourself trying - we should make people get a license to reproduce - renewable with each batch.
