Whenever a Rat “takes full responsibility”, they mean that they expect there to be no repercussions (other than a little scolding by Congress) at all to them.

This “I take full responsibility” mantra has always mystified me. I think next time I get stopped for speeding I’ll try that out on the officer. It supposed to have something magical about it.
