It can be an unintended consequence but the scenario (immigration from infected country leads to infected here in the US) has WITHOUT QUESTION been thought about and debated. In the end, the “we should restrict travel from infected countries” argument lost out to “It’ll look bad if we restrict travel from poor nations” argument.

If the debate took an hour, I’d bet maybe 2 minutes of that hour were spent discussing potential impact on the US populace. They couldn’t possibly care less about US except that they need our vote to remain in power.
