SEATTLE (Reuters) - The main author of a Washington state law that legalized recreational marijuana said on Wednesday that testing sewage for the active ingredient in pot could give municipalities a broader and more reliable picture of drug use than traditional surveys.
Alison Holcomb, who is also an American Civil Liberties Union attorney, said wastewater analysis for psychoactive THC could provide policymakers crucial data at a time of sweeping shifts in marijuana policy in U.S. states and cities.

This has been done for the last 40 years in every major metropolitan area of the U.S.
I suggest that Alison Holcomb should do the testing. Have her dip her finger in the sewage and sniff it, feel it and taste it to gauge the amount of pot in the poop.

Seattle has proposed a fine for exceeding limits on table scraps in garbage. The citation would be written by the (private) garbage collector and appear on the monthly bill.
A sink garbage disposal system will be the solution to that.
They can test sewage for table scraps next.
