Ours is not a “free press” nor is it domestically owned.
The Russian effort is for majority ownership (over 80%) domestically (but that does not translate to government owned).
France has laws that things must be in French.
We have foreign state media (Al Jazeera) being broadcast on taxpayer funded Pacifica radio stations.
I am cautious on the Russian proposal but know that what we have in America is sorely tainted “news”.
