I think folks are misreading Rangel on this one. He's a criminal to be sure, but he's no dummy. If a war required a war tax and a draft, there would be massive protests, as you said. That fact would perhaps force the government to think hard before launching a war.
I don't think Rangel is simply advocating for more taxes here. I think he really is trying to put a brake on the rush to war.
I agree and maybe my inference didn't come through.
I also agree that Rangel is certainly no dummy.
