Of course, you have a good point. But, the Muslim world has no idea where Des Moines, IA is or that it exists. The Muslims have heard of NYC, Los Angeles, San Francisco, Atlanta, Miami, Chicago, and Washington, DC. I think these are the ones they'd still want to target.
