This sounds like a compliment from an older man trying for camaraderie in a private setting. I couldn't stand his politics but Senator Inouye was a true American hero who fought and bled for his country. And he spoke at my high school graduation way back when. Hard to believe what a whiny little bitch Gillibrand is.

We knew he wasn’t a Republican—or his name would have come out much earlier.
Men say idiotic things to women all the time. One of the most common is for older men, even in professional settings, to joke about women’s age—suggesting surprise that a middle-aged woman isn’t, say, 23, when the joke is that she obviously isn’t. Somehow they have it in their mind that there is something even vaguely complimentary about such drivel.
