They may, but if so, the Scots will have grounds for another kick at the can, holding that what the U.K. promised to keep them in was not delivered. If that is enough to cause 10% of the no vote to change, they will win.

Devolution is here to stay.
Theoretically, Parliament could undo it and claw back its powers but in practice it will never happen because the political costs of doing so make it unlikely.
