I'm not sure why they are accusing the school of negligence and indifference in failing to protect the girl. The school clearly and deliberately exposed the girl to the danger.
This was intentional action. The teacher's assistance, an authority figure employed by the school, directed the girl to say yes and meet the boy. The girl initially refused and had to be pressured into complying.
The school directly caused this to happen.

I’m betting there is more to this story than meets the eye. Given the boy’s long history, why was he in a regular school and not a reform school. I’m betting he is well connected, a member of a favored race or possibly both.

Hell, schools ENCOURAGE kids to sexually experiment. They are anti-abstinence not because “it doesn’t work” but because it is counter to the SIECUS worldview that “orgasm is a birthright to be enjoyed at every age”.
NEA is damn silent on the widespread instances of teacher-student sexual relations.
Schools today are evil and run by the 60s “counterculture” radicals.
