It's the same for welfare ... prove you're poor ... no bank account more than (I think) 100.00, no car, renting ... etc.

THEN you can get food stamps (debit card full of money .. some restrictions, easily skirted), and a bunch of etcetera's that go with being a welfare recipient ... free health care .. no co-pay ... stuff like that.
