he U.S. military campaign against Islamist militants in Syria is being designed to allow President Barack Obama to exert a high degree of personal control, going so far as to require that the military obtain presidential sign-off for strikes in Syrian territory, officials said.
The requirements for strikes in Syria against the extremist group Islamic State will be far more stringent than those targeting it in Iraq, at least at first. U.S. officials say its an attempt to limit the threat the U.S. could be dragged more deeply into the Syrian civil war.

You don't want those hot heads of the ground to make decisions in a complex and fluid war zone.
Much better to get Commandante Barry off the 15th green...or better yet...wait until the Commandante has finished the round.
Besides the fact that no commander-in-chief should micromanage military operations (the correct answer is to give the commanders goals/objectives and let them decide how to achieve those goals/objectives), I cannot imagine anyone less qualified to control airstrikes than the community-organizer-in-chief. I always think that I’m expecting the worst from Obama, but time after time, I’m surprised when he has the creativity to come up with an idea even more harmful than the worst I could imagine. I just can’t match the level of anti-American, anti-military malice that the druggie in our White House naturally brings to the table.
Obama will exercise authority but will not take responsibility. He will take credit for any good strikes and punish the military who have to build the target packages for any collateral damage... especially any loss of life.
He won't be serious anyway because he doesn't understand what war is all about. If he did he would target the crude oil transportation means (Pipelines and vehicles) that ISIS is using to transport their oil from captured production areas. Put up UAVs and take out any pipelines and transport tankers within a 50 mile radius of the oil fields. If that doesn't get their attention (and that of the Turks who are also profiting from this activity) then take out the oil field themselves. They can be cleaned up and restarted when ISIS is gone. “Making Georgia howl” should be the model.
Does this mean any ground units(if there are any) would have to have written permission before firing on the enemy?
