Because this has nothing to do with hospital preparedness. It has everything to do with "rewarding" your enemies.
DC won't see any Ebola patients because DC houses MaoBama's allies. Oklahoma, Texas, MS, etc can expect to house most of them. That's also why MaoBama is sending troops on the ground to Ebola infected areas. He wants to reduce their ranks. He doesn't send them to Iraq because ISIS thugs are his buddies.
