If this is a violation of the Hyde amendment, can a normal citizen file suit for non-compliance with a law?

Or will we not have ‘standing’?

It appears Americans don’t have standing in the courts for any actions contrary to this regime.

An individual or small group could probably file a suit; however, the government would overwhelm you with so much paperwork and legal filings that it would cost millions to pursue.

Hyde Amendment: how can one Congress bind another? The ACA apparently invalidated Hyde.
