An internal watchdog office says that NASA's efforts to identify, track and do something about potentially threatening asteroids are not well-integrated and lack proper oversight. Top NASA executives agreed with the criticism and promised to fix the problems within a year.
Monday's report from NASA's Office of Inspector General focuses on the agency's program to deal with near-Earth objects. That program is budgeted at $40 million a year, which represents a tenfold increase over what it was five years ago. The NEO Program Office coordinates NASA's efforts to catalog comets and asteroids in Earth-crossing orbits and also plays a role in planning future missions to near-Earth objects.
"We believe the program would be more efficient, effective and transparent were it organized and managed in accordance with standard NASA research program requirements," the inspector general's report said.

This sounds like a turf war. Someone is trying to get control of this piece of the budget, someone else is trying to keep control of it.

NASA does not want to know. If they miss one they do not want to be held accountable.
It is the way that the entire government works.

tell them the asteroids are moosie territory.
And we can’t have our own Spaceship. Nope, have to track things we could do nothing to stop instead. Makes perfect sense to me.

And if they could achieve that lowly standard it would only be terribly wasteful and inefficient rather than extremely wasteful and inefficient.
There’s nothing we can do even if we did find an asteroid hurtling towards the Earth, so why are we wasting our money trying to track them? Is it worth billions to get an early warning that we are all going to die?
You need to educate yourself on orbital mechanics. Hint, today’s near misses could be next century’s hits.

IMHO, it is laughable. Pure pointy-haired boss stuff. The upshot is that the goal was to find 90% of >140m NEO's by 2020, and they're not gonna make it, THEREFORE more bloated bureacracy is needed, and there's not much time! Quick more bloated bureacracy on the double! Send the amateurs packing!
