Sure...of course....why didn't somebody think of that before? Simply electing black officials in majority black areas will propel young black people (who previously were living in situations of evil oppression under white officials) up to parity with young, white people.

Everything will be made equal, the waters will quit flooding, volcanoes stop erupting, the planet will be healed. But in the meantime let black youngsters walk in the middle of the street so they can feel like they have some share in the game. Gee whiz, these law professors know everything. (snicker)

I get the idea from reading about that time that the negroes were somehow lead to believe that once the Civil Rights Act and the Voting Rights Act were signed a utopia of being would immediately manifest itself. When this did not happen they evidently got mighty ticked off and have remained ticked off ever since.

Who told them that things would magically get better just because they could now eat at a hamburger stand or vote without getting hassled I don’t know. The negroes at time must have been very gullible or hoping against hope that things would turn out in their favor for once.
