The DH was hi jacked by the Obama admin as was many other things never intended to be used against citizens. Does the name Alberto Gonzales mean anything to you? He was USAG under W. He wanted databases of citizens "LAWFULL" activities. Well we have them. The department was indeed founded to be used against us and even George W Stooge wasn't naive enough to think it wouldn't. Notice how quiet he's been?
