A: For showing an ID: The answer is NO, except ONLY under extremely limited circumstances (detention with reasonable, articulable suspicion during a Terry stop OR when being detained under probable cause for the commission of a crime.
If the police had reasonable grounds to suspect an act of prostitution, technically, under extremely limited circumstances, this could be legal.
If it's random in an area not known for prostitution, big problem for the police and the city.

It's Studio City. It's hardly an area known for prostitution. Upper middle class neighborhood. Frankly, there's no place in L.A. with daytime streetwalking anymore. You used to see it in Hollywood, but not for many years.
What fascinates me about this story is that the police can handcuff someone and put them in their car, but claim to have no record of it because they weren't "actually" arrested.
