There’s no fix. The DA sees the case as weak and doesn’t want to pursue it but he knows it’s up to the grand jury. This happens literally every day.
The prosecutor has nothing to do with the grand jury aside from calling them to investigate. They are randomly picked by a judge every three months and deal with the cases that come to them.
