I would say that 524 were illegal aliens, and that zero were legal aliens (LPR or legal work or student visa).

If you click on the article and look at the picture of the license, it is not valid for federal identification(Real ID compliant), voting, or public benefit services.

Several of the states that have implemented Real ID compliant driver's licenses(like Colorado) have also created these "less than" compliant licenses.

It enables the state to create a database, test the holder's driving ability and knowledge of laws, and exert some leverage over the driver to obtain insurance.

If you have a legit visa, your passport from your country of citizenship would be valid for identification.
