He pretty much was. While he’s not of caliber to start, he’s more than good enough for a backup role. Better than many team’s second QB. While I don’t think there is an organized attempt to keep him out of the league. The situation resulted in a defacto blackballing. No GM or head coach wants to deal with the distractions or the pressure to play him when the starter has a bad game. The GM and coach on most teams literally have their job on the line every year and can’t afford the risk

It does seem weird-the way he has been treated. On the other hand the people running the teams are not about to cut a popular figure especially if he is making them money by winning. The men running the teams presumably can judge if a player is capable of playing professional football. A number of teams decided he could not play football at the professional level.
