The 20mm and missiles were probably locked up tight at another base miles away. At that time most of the F16s CONUS did not carry live munitions.

That was a long day. My husband was a Chief at the 187th Air Guard unit in Montgomery, Alabama. They sent birds up with only gun ammo. These birds flew CAP over the southeast while others flew to Eglin AFB(Florida) to get armed with missiles. There were no missiles at the base because it is at a commercial airport and at the time no one wanted missiles there.
Now they have a full complement of toys available. My husband retired and my son is now a master sergeant and is one of the ammo troops. The unit is now deployed in Afghanistan.
