Proposition 13, the "taxpayer revolt" of the late 70's locked in low rates and low increases in assessed value for CA homeowners.

That's out the window when it sells again. The new owner will pay about 1 percent of sales price yearly, i.e. a $160k annual tax bill. (but then again he can afford a $16M house)
