ISIS doesn’t have significant oil revenues at the moment. However the Iraqi national government and the Kurds do. A carbon tax would hurt the Shiites and the Kurds, theoretically our allies (at the moment), not the Sunni ISIS fighters.

Because guys selling a product on the black market are going to pay taxes on their illegal sales...yeah, that makes perfect sense.
