The bigger problem is all the ding-a-lings who thought it was a good idea to put him in the white house and an amazing number of them were supposedly “well-educated” people with IQ numbers well into the triple digits. Adult "relatives and guardians" are permitted to claim minors and teens from temporary shelters run by private agencies (funded w/ tax dollars). HHS doesn't determine whether those claiming the minors

(1) are themselves in the US legally....

(2) whether they are actually blood relatives,

(3) whether they have been actually appointed to act as guardians,

(4) how many US govt checks they are cashing, and,

(5) how many identities the parents/guardians established w/ stolen/faked SS nos.
