I'd be willing to bet that laws were broken, and they could be prosecuted. Something along the lines of obstructing justice, accessory, etc. If a subject of the crown had known about these crimes and helped to cover them up, they would be prosecuted. I doubt there are any laws which specifically exempt government employees from the laws that apply to the subjects.
In effect, he's saying they need a law which makes it illegal for government employees to lend their services and the resources of the government to the white slave trade, as though that's perfectly legal now.
They need to stop covering for each other, and prosecute those bastards already.
