Would taking down the electrical grid make this possible?Probably not. Centers have back up power available and could continue to operate.
However, if under direct physical attack they probably would not stay up on line and especially if they got into the control rooms where the air controllers work.

Someone posted something here today about one of the “American” jihadists that had been killed in the ME recently; he had worked at an airport cleaning planes. Wonder how many more there are like him at airports around the country.

Air traffic radar have been detuned to filter out all other data except for reading the Transponder codes.
They will you if you ask them for a vector around thunderstorms that they are detuned and can't see anything but the heaviest cells.
It is possible to turn off the transponder and go unseen by ATC. Buddy up with a bonified flight, say about 300ft below and 500 ft aft and you will been unseen.
