Right. We don’t have a SOFA with Iraq which allows combat operations without onerous legal liabilities. I think we’ll first come to an agreement wrt Kurdistan being an independent republic. Baghdad must agree to this. At that point we can negotiate directly with the Kurds for the SOFA we need then deploy there in a capacity and extent necessary to prosecute the war. After that the Shia and eventually, Sunni states will jump on board. Neither wants to be left out of US base protection as, practically speaking, it is what secures the reliability of their agreements.
