There is NO WAY that could have gone on for 40 years, not even one year, and the town officials not have known.

They should do the same thing to a bunch of “individually owned” towns in the Los Angeles Basin, starting with Bell and moving on to Cudahy, and a few more that have been run as private fiefdoms by “families” in each case. In these cases, it isn’t so much that the “towns” have run ticketing scams on unsuspecting travelers, but that the “residents’ have been cleaning up on the businesses that are located there. Just more examples of the corruption that exists in this country.
