According to the article, the writer suggested using grenades near AC vents as a delivery agent. But plague doesn’t infect people that way.

Am I wrong to assume that their plan wouldn’t work that well (if at all)?

The article refers to doing so as a distribution mechanism for viruses. Since plague is caused by a bacterium, not a virus, either the original "scientist" or the author of this alarmist piece doesn't understand basic biology. Or of course neither of them may.

I was amused by the claim that the supposed terrorist scientist had studied physics and chemistry at university. These are, quite obviously, the most appropriate subjects of study for a budding bioterrorist. In actual fact, the person you want to be worried about is Bernadette on Big Bang Theory.

The most virulent, contagious and deadly form of plague is pneumonic, in which it's distributed through the air by droplets from the lungs of the infected person. So plague can be distributed through the air. I doubt, however, that it's very practical to make effective "plague grenades."

Plague is quite susceptible to treatment by modern antibiotics. If modern medicine is available, it just isn’t that deadly.

Same appears to be true, BTW, for anthrax, based on the 9/11 anthrax attack results for those treated quickly.
