He didn't say he didn't have a plan. He said he didn't have a plan "for defeating Islamists militants in Syria".

Note Obama only mentions ISIL not ISIS. “L” is short for Levant. Levant refers to the land bridging Turkey and Egypt. This includes Israel. When Obama speaks of ISIL he grants them the Holy Lands.
