After Ferguson, critics lean on Holder (for racial bias training and Police Czar)

Eric Holder's Justice Department is coming under pressure to order sweeping changes to police operations in the United States.

Civil rights and community groups, as well as some lawmakers, are pushing the attorney general to take action to address racial and social problems that they say were exposed by the shooting of Michael Brown in Ferguson, Mo.

“We’re at our zero moment as a nation,” said Maya Rockeymoore, president and CEO of the Center for Global Policy Solutions, a community-empowerment group. “If we continue to let this go unaddressed, we’re going to have Fergusons springing up all across the country.” While President Obama has already announced plans to review the use of military equipment by police departments, activists are pushing the Department of Justice (DOJ) to go even further.

They say Holder should consider making racial bias training mandatory for police departments across the country, and have floated the appointment of a “Police Czar” at DOJ to keep watch for “egregious” activities by local law enforcement.

Proponents of the changes believe their pleas will get a serious look from Holder, who has put an increased emphasis on civil rights issues during his tenure as the first black attorney general.

“I think he understands it. I do think that he … has a desire to address it,” said Rockeymoore. “We are hopeful that he takes these recommendations in stride, and we want to let him know that we’re on hand to support him.”

Underscoring the growing pressure on Holder, civil rights groups, including the NAACP, held a rally Wednesday evening outside DOJ headquarters in Washington.

Career[edit]
Maya Rockeymoore served as a Congressional Black Caucus Foundation Fellow working in the office of Congressman Mel Watt (Democrat, NC-12). From this position, she went on to become a professional staffer on the Ways and Means committee and Chief of Staff to Representative Charles Rangel. As Chief of Staff and Senior Policy Advisor to Congressman Charles Rangel in the late 1990s, Dr. Rockeymoore helped facilitate passage of the African Growth and Opportunity Act—the first-ever multi-lateral trade policy between the U.S. and countries in Sub-Saharan Africa.

After completing her dissertation, “The African American Political Response to HIV/AIDS: A Study of the Congressional Black Caucus in the 105th Congress,” she went to work as Senior Resident Scholar at the National Urban League's policy think tank, and subsequently as Vice President for Research and Programs at the Congressional Black Caucus Foundation (CBCF). There she led the creation of the Foundation’s think tank—The Center for Policy Analysis and Research (CPAR). She has authored and contributed to numerous publications, including her book, “The Political Action Handbook: A How-To Guide for the Hip Hop Generation.”

Since 2005, Dr. Rockeymoore has served on the Board of Directors for the National Committee to Preserve Social Security and Medicare. In June 2012, she was elected to a three-year term as board chair - the first African-American woman to serve in this role. [2]

Global Policy Solutions[edit]
Rockeymoore left the Congressional Black Caucus Foundation in 2005 to start Global Policy Solutions, a social change strategy firm based in Washington, DC. The group provides policy analysis and research, program design and implementation, strategic leadership, coalition building, and communications for nonprofit and corporate clients. Past and present clients include the Alliance for Excellent Education, Eli Lilly and Company, Global Justice, Insight Center for Community and Economic Development's Closing the Racial Wealth Gap Initiative, Robert Wood Johnson Foundation, Schott Foundation for Public Education and the Congressional Black Caucus Foundation.

Leadership for Healthy Communities[edit]
As part of her responsibilities at Global Policy Solutions, Dr. Rockeymoore serves as Director of Leadership for Healthy Communities, a national program of the Robert Wood Johnson Foundation designed to support local and state government leaders nationwide in their efforts to reduce childhood obesity through public policies that promote active living, healthy eating and access to healthy foods. The organization's focus, in particular, is on policy efforts that can improve nutrition and increase physical activity among children at high risk for obesity, especially African-American, Latino, Native American, Asian American and Pacific Islander children living in low-income communities.

CBC members push police czar idea

Rep. Elijah Cummings, along with other members of the Congressional Black Caucus, sent a letter Monday to President Barack Obama, urging the administration to pursue changes to local law enforcement structure to “prevent more Fergusons,” including a federal czar to oversee local law enforcement.

I guess they plan on an affirmative action based law enforcement code. Let me guess what that be:

If alleged perp is a member of a minority group, first ascertain if he was dissed before the shooting.

If alleged perp is a member of a minority group, first ascertain if he believed he needed the article he stole.

If alleged perp is a member of a minority group, and the alleged victim was not, walk away and call it social justice.

The Constitution does not grant him the authority to do that.

What Mr. Cummings fails to realize is that racial bias and profiling doesn’t come from thin air. It’s not a shot thats’s injected that causes it. It’s caused by experience interacting with or observing other people interact with a particular race that keeps displaying the same behavioral traits. There is a commonality among them. The truth is that the black population percentage wise is more violent and criminal and nature and that the police has to deal with them more often so the odds of this occurring more often with their race is directly tied to their behavior. I know the truth hurts, Cumming but it doesn’t matter to you as lomb as it gets you another donation...

Maybe Holder should initiate some training to teach young black males to not foment stupid confrontations with the police? If they escalate, anything can happen.

they should be careful with how zealous they are.

When the mandated racial profiling/sensitivity training started coming down in Missouri, I went to one of the first classes.

One of the “instructors” was a angry old black guy who started out by pointing at all the cops in class and shouting, “You are all racists!”

About ten percent of the class walked out immediately and the instructor was removed after being roundly chastised by normally composed officers who have been called everything.

The fed can make classes for cops for racial sensitivity but zealots may get shouted down for the fallacious invectives.
