I think saving drafts of emails and sharing login info so certain parties can keep abreast of the targeting of conservatives is RICO territory, maybe? Avoiding the actual sending of the emails, but acting on the info in the drafts. Subverting open records acts, maybe.

E-mail drafts are also a method of secure communications. Recall that Gen Petraeus and his squeeze were using this technique.
Essentially, two or more parties would have access to a single e-mail account. Party A would address a draft to Party B...which Party B could then read and respond to with another draft...but neither the original draft or the response would ever be actually transmitted via the internet.
Is it possible that Lerner and her co-conspirators (or her director) were communicating in this fashion -- so as not to create a trail on the internet?
