The Pentagon has strategies for every country. Even if England got taken over by nutjobs, we already have a plan to respond. We have the same plans for every inch of the earth.
During my time, they did not have a strategy for internal conflicts because that was the responsibility of law enforcement. I bet that had changed, and they have secret plans for internal issues as well, now.
So, here is what happened. Obama does not like the military strategy to fight ISIS. When asked, he says there is no strategy because there isn’t one he approves of. The crap hits the fan, so there is a scramble to get the military strategy up front to save Obama’s face.
