First, in face of discontent with a general population, it wins a huge support among felons for a ‘liberator’. And as far as liberation is followed by rampant crime, it allows ‘liberator’ to crack down on freedoms for safety without any serious public opposition.

One official or citizen with standing can get an injunction in District Court, and then ultimately argue in front of SCOTUS that executive amnesty is unconstitutional.
