Poor Maintenance has been an issue beginning just about the time Reagan left office. Some of it lies with congress who sets the funding, some with Sec of Def's, some with POTUS, the sum total of each since about 1990 and Gulf War One which started the skipping of maintenance rotations and the downsizing.

I wish my FR Bookmarks still worked they had a lot of the issues documented :>{ I will say this much. Two carriers immediately following 9/11 unable to get underway was not the fault of the two Captains who's careers were ruined. You can't fix what isn't funded especially in a shipyard venue where many repairs must take place.

We need a Sec of Defense with anatomic fortitude enough to stand up to POTUS & Congress. Not even Cheney fit that description sad to say. The downturns began under his Sec of Def watch.

I worked for Bell Helicopter at that time and Cheney was the one who shut down funds for the V-22 Osprey that significantly delayed the aircraft’s continuing testing, production and deployment to the USAF and USMC. The aircraft is a proven winner, now, but could have been in use much sooner.

I like Cheney’s attitude, but politicians don’t understand, or refuse to listen to aides who do, the impact of just cutting items from their budgets.
