Police in Ferguson, Missouri, did not file an incident report on the fatal shooting of 19-year-old Michael Brown because they turned the case over to St. Louis County police almost immediately, the county prosecutors office tells NBC News.
Critics and news media outlets have questioned why Ferguson police released an incident report from a robbery in which Brown was a suspect, as well as security video showing the stick-up, but not the report on the shooting of the unarmed 18-year-old a short time later by Officer Darren Wilson.
The reason, according to the office of St. Louis County Prosecuting Attorney Robert P. McCulloch, is that it doesnt exist.

The St. Louis County police department presumably did file an incident report, but any such documents will not be made public until a grand jury investigating the officer-involved shooting concludes its investigation, according to officials from the office who briefed NBC News on the case....

Sounds like those “evil” Ferguson cops handed it off to avoid investigating themselves.
Our Attorney General knows how important it is for the Department of Justus to investigate the Department of Justus. How could the cops in Ferguson have not known how important it is to investigate themselves?
It is almost standard procedure, in incidents like these, for the city to hand the case over to the county, and then ultimately to the State Police. It’s to avoid the appearance of impropriety, to avoid the assumption of a cover up. It’s a stand-up way to do things.
And we should not expect to see a copy of the police report until or if charges are filed. And that report should be issued by the prosecutor’s office, not the issuing agency. Until a warrant is issued, everything is considered “under review” and not eligible for FOIA or public release.
All this makes the protesters and the big wigs look like idiots who don’t know how our criminal justice system works. It makes them look like they failed Government class...at the HIGH SCHOOL level!!!

Just another example of the routine community organizer approach to these cases. Each and every action must be attacked and invidiously characterized. A couple of days ago, the left was simultaneously saying, “He wasn’t really hit, because if he had been, he wouldn’t have been able to see in order to shoot”, and “Why would he shoot when he had trouble seeing, didn’t he realize he might hit an innocent bystander?” It doesn’t matter that they keep contradicting themselves, it doesn’t matter that the questions make no sense, it’s all in the pursuit of the agenda. Anything that can be spun to support their conspiracy theory will be.
You can’t really try to pre-empt this stuff, because if you do you’ll be playing the game by their rules. You just have to move deliberately through the process.
Sad to say, I don’t think they teach civics in most high schools anymore. So our students don’t learn even any rudimentary knowledge of how our criminal justice system works.
All they know is that liberals are pushing the racism meme, so they will be led to.believe that the only reason Brown was shot was because a white racist cop had nothing better to do that day.
I read this was true. That ST. L County filed the shooting report.
BUT, in the police report of the robbery, they give the IR numbers of the report by the STLCounty police.

Ferguson Police Report #2014-12391 seems to be the report written by the Ferguson cop who responded to the robbery , when he went to the scene of the shooting to ID the perps.
So,
1. The police report of the robbery.
2. The police report of the CONFIRMATION of the suspects at the shooting scene as the suspects from the robbery.
3. The police report of the shooting incident, which the St. Louis County Police wrote, likely due to someone pulling strings and wanting an agency they controlled in charge. Someone in the string between the Chief of Police and the Governor of the State, inclusively.

One can't hand something off to someone who isn't there to begin with.
IIRC, the governor requested the ST. Louis County Police take charge of the crime scene.
Although I have sided much with the 'conspiracy' theory on WHY this occurred, your explanation is more rational and logical.
However, even if the Governor didn't order it, I do seem to remember him taking credit for it. But, I could have mixed it up with something else.
I think you are right. Let us hope nonetheless that the truth will get out there, regardless.
(I am convinced that watching the protests and listening to the marchers and reporters has permanently damaged a significant portion of my brain)

There’s an incident report with name & date on it, but no details on what happened. Maybe just a filler...
When you tamper with somebody else’s process you have little standing to criticize the results.
Maybe Obama could learn something about how to properly investigate his own organization ...
