What he really meant was “fight and kill the disbelievers wherever you are forced to defend yourself. Arrest them whenever they break the law. Harass them with noogies, purple wurples and wedgies in the locker rooms, using every stratagem of war, parcheesie, go fish or old maid.” The Arabic text confirms it.
