Tunisia is close by as is Algeria. The Egyptians would most easily be technically capable of such a strike, wouldn't they?

Egypt would be my guess - but I also would think they have their own hands full at home right now
So could be some mercenary group hired and trained by....?
If the planes accurately hit their targets, then someone provided intelligence, equipment and trained personnel to run and execute the operation
Frankly, who has time to give a da@n right now about Libya?
The ones whose ox may be gored by “islamists” are the europeans who now run the Libyan oilfields
