A question I have not seen asked is if the guy was shot while his hands were up then why didn’t the cop just shoot the other guy too?

He had a warrant out for his arrest. The buddy.
He was accessory to the robbery (Brown handed him some of the loot).

Based on the fact Mr. Brown minutes prior to his encounter with Officer Wilson, strong armed a a tiny store owner, the physical aggressor clearly appeared to be Mr. Brown, not Johnson, Brown's accomplice.
In fact Johnson said he ran and hid behind a car, while it was Mr. Brown who then attacked the cop in his own vehicle etc...
That's probably why Mr. Brown is dead, and Johnson is alive.
I was thinking the same thing just today. If you're a murder then you murder and leave no witnesses. If you shoot in self defense then you shoot the person(s) trying to hurt/kill you. I suppose the other guy didn't attack so he didn't shoot him.
