4. The racial composition of the Ferguson Police Department should reflect the racial demographics of the community.

I actually had a conversation at work with some buddies about this kind of thing. When they have 12% voter turnout, you can't complain about the vote. I bet most voters are older and white, and that's why the school board/mayor/etc are mostly whites. Because there aren't very many blacks running, and there are almost no blacks voting. (No Obama on the ticket for local elections!) How many blacks have applied to the police academy? Did they pass all of the requirements? How many openings has the police department had since blacks became the majority? I looked at applying to some of the local PDs here in Dallas. And I'm not sure on the black % in Dallas, but there weren't very many blacks applying when I was there. Mostly whites/hispanics.
