The dependent clause is correctly placed to modify “Mark-Viverito.”
If the clause were to describe the aide, the commas would be omitted: “An aide to Mark-Viverito who is not married explained ...”

Why is the marital status of an aide germane to this news? It establishes that she, being single, sleeps around. If she were married, she probably wouldn't have the load of dirty laundry she's airing.
