The dependent clause is correctly placed to modify “Mark-Viverito.”

If the clause were to describe the aide, the commas would be omitted: “An aide to Mark-Viverito who is not married explained ...”

It establishes that she, being single, sleeps around. If she were married, she probably wouldn't have the load of dirty laundry she's airing.
