Huh? So being high or drunk absolves you of any consequences from your actions? And yes the cop should be post incident drug tested, just like any other employee of any company involved in a workplace injury or fatality.

They’re saying him being shot in the head was a sign he was surrendering. It could also mean he was shot 5 times while running at the officer and was in the process of falling as he came towards him.

The big news here is that the witnesses lied, he was shot in the front. The marijuana in his system is a pretty meaningless finding since pot stays in your system for over a month if you smoke it regularly.
