Like all modern and Western Police Forces and military forces used to quell urban unrest, they're AFRAID to shoot & kill because (as the Israelis have learned) you need a Lawyer behind every Cop, every soldier.

It is a dangerous situation when Cops & soldiers HESITATE to shoot if threatened. The rioters are hell-bent on mayhem. Those that loot and destroy property need to be eliminated, on the spot just as was done in the Detroit, 1967 riots. Once the rioters see their buddies on the ground, not moving, they'll head home.
