Prove it.

You can’t. It’s an entitlement funded out of current year funds and borrowing. We have reached the end of our capacity to borrow to pay this and every other entitlement.

We don’t have the money. You can argue all you want about whether it is a “contract” or whatever.

The Supreme court in Flemming v. Nestor (1960) says it is not a contract.
