Reinstate self-pride/self-responsibility.

Exactly. To read this woman’s article, you would think that there had been NO investment in things like Head Start, Food Stamps, Welfare, Job Training, Medicaid, and on and on and on.
The fact is we could bankrupt ourselves trying to rescue these people and have NOTHING to show for it. No amount of $$ will fix the sickness—the cure must come from within.
For a “distinguished” professor who has supposedly devoted her life to this problem, she displays a stunning lack of critical thinking and context.
