My question as well. The perp in the video pictures sure looks like him, but too grainy to say for sure.
Someone who has had a chance to examine the originals or enhanced originals ought to be able to make a clear ID and let it be known. It isn't rocket science.

The shoes are quite distinctive, as are the capri-length pants and the above-normal BMI. Compare these pictures to the pictures of the body lying in the street, and there is not much doubt.
